A three-year agreement between the Village of Fox Crossing and the Neenah Joint School District to supply a school resource officer at Neenah High School beginning in the fall of 2023 was approved by the Board of Education at its May 16 meeting. The Board also approved the 2023-24 Employee Policy Manual.
The District will pay $92,500 toward the officer’s salary and benefits for the first year, along with a $10,000 one-time stipend to the village to fulfill part of the annexation agreement from 2020. Contracts for the next two years will be determined after the first year. The payment is higher than that to the City of Neenah for the elementary and middle school contract, but this contract does not include overtime payments as in the city’s agreement. The District and village will also meet twice per year to review the contract and will determine whether a second officer may be needed in the future.
The Employee Policy Manual adjustments primarily rewrite existing language to reflect current practices. Some notable changes include allowing hourly staff to take off work in hourly increments and increasing the number of vacation days for non-certified staff after one year and five years of employment. Retired employees will also be able to return to work in the District by Oct. 1 rather than the start of the second semester.
Wage and salary ranges were also increased for all employee groups. Over 70 percent of non-certified staff will see their pay ranges increase by 1-2% and each exempt target level and maximum salary range was increased by 2%. Certified staff and administration will see 2% increases on their maximum salaries.
As part of the policy manual changes, an adjustment was made to the 2023-24 calendar as well. In order to end the student school year on Friday, May 31, 2024 rather than the following Monday, the Professional Learning Day scheduled for Friday, May 24, 2024 will now be a regular school day. Teachers and Educational Assistants will not need to make up the PLD and their pay will not be affected with this change. Teachers and Educational Assistants will also each have the individual option of whether to work on their teacher prep day on Friday, September 1, 2023 or Monday, June 3, 2024.
The Board also approved a 10-year capital improvement plan for money used from Fund 46. The money in Fund 46 may only be used for capital improvements and, per state statute, a 10-year plan must be approved annually. The plan is a dynamic document that will be reviewed and updated on an annual basis.
In personnel changes, the Board approved teaching hires for Nora Martin and Alisha Hedrick at Horace Mann, Mckenna Seegers, Kyle Schuh, Danielle Pickarts, Benjamin Schmidt and Amanda Miller at the middle school, Lauren Vega at Tullar and Madison Ruckdashel at Alliance and Washington. Emily Berceau will transition to the newly-created Social Emotional Behavior Specialist at the high school. Julie Robles was hired as an educational assistant at Spring Road.
End-of-school year resignations were approved for Tullar teacher Grace Cantwell, Shattuck educational assistants Olivia Kuenster and Tannyr Locy, Hoover educational assistant Savanna Mueller and Taft educational assistant Sarah Schultz.
The Board celebrated the staff of the Satellite newspaper for their success at the Northeastern Wisconsin Press Association conference and outstanding journalism work throughout recent years. Board scholarship recipients Robert Barthell and Dylan Thurber were honored and Parker DeDeker was recognized for his four years of service as a student representative to the Board.
Several open forum speakers inquired about the status of offers on the Shattuck property. The item was discussed in a closed session meeting following the regular Board meeting.
