Early authorization for summer projects out of the 2022-23 budget was approved by the Neenah Joint School District Board of Education at its March 1 meeting.
The projects are budgeted for $960,000 with half of that being spent on pavement improvements District-wide. The other major projects are foundation repairs at Lakeview, sanitary sewer connection at Clayton, kitchen wall repairs at Tullar and window replacements at Spring Road and Lakeview. The projects are annual maintenance updates and separate from referendum projects at the existing and new high schools.
The early authorizations were part of a review of the overall budget framework. The budget was developed assuming property taxes would remain at the maximum allowed by the state budget formula, state funding would not increase and enrollment would remain stable. Changes in any of these factors will impact the overall budget. The District has provided salary increases consistent with the consumer price index over each of the past 10 years and plans a 3.0 percent increase for all staff with the opportunity for a stipend based on state report card results for 2022-23.
The Board also reviewed the 2022-23 staffing proposal that will see an increase of 6.54 FTE for the upcoming year. The funding for 6.0 of the positions will come from the Elementary and Secondary School Emergency Relief (ESSER) Fund grant program and will consist of literacy and math assistance. Those positions will expire after the 2023-24 school year and impacted staff members will have the opportunity to move into open positions. The other .54 FTE will fill needs at the secondary level. The Board will vote on the staffing proposal at its next meeting on March 15.
In other action, the Board approved the hire of electrician Peter Stephany and the end-of-year resignations of Human Resources Director Jami Hintz, school psychologist Jamie Peterson, Washington speech/pathologist Deirdre Floros and Horace Mann teacher Dominic Sollitto. Non-certified staff resignations were approved for high school bookkeeper Brynn Becker, District wellness coordinator Jessica Lehman and high school data clerk and testing coordinator Deanna Popp, all effective March 18. A retirement for high school English teacher Loreen Tetzlaff was approved, effective April 5.
Director of Technology Matt Anderson provided an update on the recent technology breach and Director of Elementary Learning and Leadership Steve Dreger provided an update on the development of Horace Mann Elementary School during the superintendent’s report. Board clerk Deborah Watry also reported the results of the February 15 Board of Education primary election.
